Summary: The legendary Mickey Mouse whistles while piloting a boat. Presumably the real captain, who for some reason left the boat running while he was someplace else instead of docking it safely, forcibly removes Mickey from the steering wheel. He falls into a bucket, and then a parrot mocks him for having wet pants. In response he drowns the bird. 

Mickey quickly loads a cow onto the boat, and Minnie mouse, having just missed him, pursues them on foot. Mickey sees her and helps her on board.

Mickey and Minnie then play music from a goat, among other weird things.

Opinion: I think the film makes great use of sound design and the implementation of as much sound as they could squeeze into the medium, at the time. Animation has only had synchronized sound for so long, and it had to be, and still is, pleasant to listen to this strange symphony.
That being said, the character design is also very good - as with most short films around this time made by Disney.
